Record number of candidates for JEE 2013

The Joint Engineering Entrance (JEE) main, formerly known as the All India Engineering Entrance Examination, had registered a record 14 lakh candidates for the 2013 exams. This is the highest ever registration for the test conducted by the CBSE (Central Board of Secondary Education).
What is interesting is that while the year on year increase in number of aspirants since 2008 has been in between 20,000 to 30,000, this year it increased by nearly 2.8 lakh. The examinations will be conducted in April 2013. JEE is conducted for candidates aspiring for admissions to BE, BTech and architecture courses at NITs, IITs, Delhi Technological University and other centrally-funded technical institutes (CFTIs).

According to CBSE officials, this year has not only seen an all time high, but the increase in terms of numbers has also been the highest. “Around 14 lakh aspirants have registered, which is nearly 2.8 lakh more. Last year aound 11.2 lakh candidates registered for the exam,” said CBSE chairman Vineet Joshi.
While AIEEE and IIT-JEE were separate exams till 2012,it was decided that from now on admissions to engineering and architecture courses will be based on JEE (main) and advanced.

AIMING AT BETTER RANKING

IITs mull external peer review by eminent people

In an effort towards greater transparency and accountability, the Indian Institutes of Technology (IITs) are considering an external peer review by eminent people from academia and industry every five years. Each IIT will also be expected to conduct an internal audit of every department.
This is the first time such a stock-taking exer
cise is likely to take place and comes at a time when the country’s institutes have barely found a mention in international rankings of top universities across the globe.
The external audit has been recommended by the standing committee of the IIT Council. A final decision is likely to be taken on January 7 by the IIT Council. The review will be made public by every insti
tute. The proposal, if accepted, will allow parents, students and academicians to judge an institute according to the feedback.
India Education Review reported that no Indian institutions made it to the top 200 in the QS World University Rankings for 2012. The QS rankings for institutes of higher education had featured IIT-Bombay in 2010 which was ranked 187, but dropped to 225 in 2011. This year it was down to 227.

In the Times Higher Education (THE) World University Rankings 2012-13, only IIT Bombay, Kharagpur and Roorkee figured in the list of top 400 universities across the globe.
Besides the international rankings, there is no system of judging institutes of higher education in the country. “The argument behind this is that there is no measure of the quality of infrastructure, faculty, courses offered or the re
search being done. The IITs are equipped to judge each other and this review will encourage improvement,’’ a source said.
Committee members for the peer review will be selected by the chairperson of the IIT Council from a panel of 10 names given by the board of governors of the respective institute. Each IIT will be expected to undertake an in-house department wise review before any external peer review is carried out.

Government approves scheme for setting up 20 IITs in public private partnership mode

Government has approved a scheme for setting up 20 IITs in PPP mode with an overall outlay of Rs 2,808.71 crore, the Lok Sabha was informed on Wednesday.

In a written reply, Union minister of state for HRD Shashi Tharoor said, "While land for the purpose would be made available free of cost by state governments

concerned, an IIT would be established at a capital cost of Rs 128 crore each to be contributed in ratio of 50:35:15 by centre, state and industry partner respectively."

On entry of corporate sector in technical education, he said, "AICTE has allowed public/private limited company/ industries with 100 crore turnover for last three years to establish a new technical institution in engineering and technology, pharmacy, architecture and town planning, hotel management and catering technology."

Replying to a separate question on pending cases of new IITs, he said, "Based on the recommendations of Scientific Advisory Council to the Prime Minister and also having regard to the regional imbalance, government during 11th Five Year Plan established eight new IITs."

These institutes were opened in Andhra Pradesh, Bihar, Rajasthan, Odisha, Madhya Pradesh, Punjab, Gujarat and Himachal Pradesh.

"Proper connectivity, physical infrastructure and basic facilities have been kept in view while deciding locations for setting up these IITs," Tharoor said.

On closure of technical colleges, he said in 2011-12, 140 institutes were closed and 540 new ones were opened.

"Similarly, in year 2012-13, 79 institutes were closed and 210 new institutes were opened," he said.

In reply to a query on suicide cases in IITs, he said, "There are 15 cases of suicides that have been reported during the last three years and the current year."

Not just high salaries, cos offer stocks to IIT recruits

The IIT campus placements this year show many recruiters have woken up to the trend of recruits moving on other jobs, sometimes a few months after joining. Instead of higher signing bonuses and relocation expenses, companies are giving stock options to the extent of close to 100% of the base salary.
Facebook has offered a base salary of $ 100,000 and a bonus and relocation bonus of $ 20,000 and stock options of $ 120,000 if they stick on for two years. Similarly, Twitter, Google, Amazon and American Express have all beefed up their compensation package with stock options.
An IIT-Bombay student placed on day one claimed that a couple of social media networks have offered stock options to students. “A couple of companies in the social networking sector have offered stock options of a lump sum amount which looks attractive,” he said. The scene at IITKanpur is the same. Shadab Mohammed, a member of the core team for placements at the institute, said, “Some of the companies have offered stock options at our campus too.”

2 turn down 82L Samsung offer
ARs 82 lakh annual pay packet doesn’t seem to amuse a few IITians. Two of the six IIT-Madras students have rejected South Korean multinational company Samsung’s $150,000 offer, as the campus remains high on placements this year. Computer science BTech graduates Nitin Motiani and Sujeet Gholap said it was a “tough call,” but they eventually turned down the proposal.

IIT placements draw big firms, 10% higher pay

Mumbai: Placements at the Indian Institutes of Technology seem to have been insulated from the global economic slowdown. Companies like Facebook, Samsung, Google and other foreign majors began Day One across IIT campuses, offering about 5-10% higher salaries than last year.
It is projected that by the end of slot zero, 150 students on each campus will be hired. Average domestic salaries were in the

mid-Rs 20 lakh range on the first day.
But Facebook continued to be the most aggressive employer this year too, making its presence felt at IIT campuses from Bombay to Guwahati to Madras. It has offered $136,000 (Rs 75 lakh) per annum to a student from IIT-Guwahati — besides a plum relocation bonus and a one-time signing amount.
Twitter is not far behind with a gross salary offer of $110,000. Artificial advertising solutions provider Rocketfuel is close as well. Algorithmic trading firm Jump Trading is keen to hire staff for its UK office and offered £70,000 as gross salary.

“One of our mathematics and computing students has been hired by Facebook for its California office. Even by US standards, they are paying a good salary,” said IIT-Guwahati director Gautam Barua. At other campuses, interviews were still on at the time of writing.
But the top offer so far was an annual package of $150,000 (Rs 81.6 lakh) from South Korean conglomerate Samsung, which is at IIT-Bombay and IIT
Madras.
“The company is looking for computer science graduates for its operations in the US and in South Korea. In fact, even financial and consulting companies are looking to hire many more students this year,” said Bhaskar Ramamurthi, IIT-Madras director.
Sources said Google has offered $135,000 (Rs 73 lakh) in a pre-placement offer at IIT-Kharagpur. IIT-Bombay has 35 companies (up from last year’s 34) on slot zero with first timers

like LinkedIn, Twitter and Blackstone.
“Several companies offered international roles, including Samsung, Microsoft and Google. Several smaller firms too are offering high compensation packages,” said Avijit Chatterjee, professor-in-charge of placements at IIT-Bombay. While 1,300 students have registered for placements, about 200 have opted out.
Blue-chip recruiters on day one, which closes way past midnight, include Boston Consulting Group, Deutsche Bank, Goldman Sachs, IBM, ITC, Google, Sony (Japan), Schlumberger, Morgan Stanley, Microsoft, Oracle, Credit Suisse and Taiwan Semiconductor Manufacturing Company. In the next few days, companies like Michelin, Rolls-Royce, Mercedes-Benz Research, Toshiba Corporation, MyLikes, Flipkart, Walmart Global Technology Services, iGate, Procter & Gamble Hy
giene will visit campuses. However, public sector companies stayed away, restrained from campus recruitments by a Madras high court case.

Maharashtra government to accept JEE scores, AICTE approved colleges to admit students on JEE scores

MUMBAI: For long, Indian students have spent ripe years of their lives preparing for gruelling entrance exams of all shapes and sizes. On an average, an engineering aspirant used to annually sit for close to 15 entrance exams. Not only did they go through the stress of taking so many exam, many we
re even financially stretched as the exam fee for taking a test ranged anywhere between Rs 1,500 and Rs 2,500. In fact, for engineering aspirants, the months of April and May were synonymous to a long stretch packed with entrance exams.

On Tuesday,11th Sept2012, the Maharashtra government has decided to accept the scores of the centralised exam along with the marks of physics, chemistry and maths in class XII. The All India Council for Technical Education, the country's apex body that oversees all technical colleges, in its governing council meeting ratified the decision to allow all its colleges accept the scores of the single test for admission to engineering programmes.
But from the coming academic year, 134 entrance tests will converge into one. India will have just one Joint Entrance Exam for admission to an engineering college, whether in Agartala or Azamghar, in Salem or Srinagar. Class XII scores will matter more than ever.

The HRD ministry's single entrance examination from 2013 for admission to all centrally-funded institutions, such as IITs, National Institutes of Technology, IISER, IIIT, IISc (Bangalore), IIEST (Shibpur) and NERIST (Itanagar). States' engineering colleges can also admit students based on this exam's scores.

Interview of the Director Mr. Choi Young Joo of Etoos Academy Pvt Ltd, Kota for Live Mint & The Wall Street Journal

Kota, Rajasthan: Etoos Academy Pvt. Ltd is a South Korean education company that has ventured into India with a coaching centre in Kota that focuses on preparing students aspiring to join the Indian Institutes of Technology (IITs). Choi Young Joo, a director of Etoos Academy in Kota, spoke to Mint about the reasons for moving to the town in Rajasthan that’s known as the capital of India’s educational coaching institutes and expansion plans. Edited excerpts:
What brings you to Kota?
As an education company we wanted to expand our horizon and India is the right place. People in India are focusing on education, especially on (institutes such as) IIT. Environment here is quite similar to Korea. We have a good expertise in online coaching and this can significantly reduce cost. We can be a customized content provider to students (preparing for admission to top engineering schools).
You came eyeing the IIT entrance market but in the last few months things have changed. How has it affected your plan?
There is a downfall in the student flow this time if you are talking about the IIT market. Last year, 4,500 students came to us both for long-term and short-term courses. This year, it is 3,500. IIT market has 500,000 students, the AIEEE (All India Engineering Entrance Examination) market has 1 million. If you are focusing on all segments (including school boards and other engineering universities), then no problem. We can look at study-from-home material, customized test-prep for expansion. We have a long-term view on India. The first three to five years will be time for investment and then we will harvest.
What’s your expansion plan?
To begin with Delhi... We want to have centres in 15 cities. We have invested Rs.30 crore since we started our operations (in 2011). In next three years, by 2015, we have plans to invest some Rs.150 crore more. As India grows as an economy, we will grow with it.
You are emphasizing on customized online test-prep market. Please explain.
If somebody wants to read just a chapter or section, let’s say of mathematics or physics, we can give him that. It’s more of demand and need-based. We have both long-term course spanning over eight months and short-term of one or two months. We aim to give students level-wise test-prep, problem-solving, supplementary education. We believe that offline market is about the top 30% and rest is the online market. In India, we can expect some 20-25% revenue from offline mode and rest from the online segment.

IIT aspirants won’t have to answer subjective questions

Putting to rest all confusion over admission to Indian Institutes of Technology (IITs), the joint admission board (JAB) of IITs clarified that the format of the joint entrance examin
ation (JEE)-Advanced paper will be the same as that of IIT-JEE in the last few years.

The ministry for human resource development (MHRD) issued its first ever notification on JEE-2013 for admissions to all centrally-funded technical institutes on August 14.

JEE-Advanced, which will determine admissions to IITs for 2013, will be held on June 2. The JEE-Advanced paper will only have multiple-choice questions which the students will attempt in two sessions, morning and afternoon. This will come as a relief for aspirants who had been preparing in keeping with the old format which did not include subjective questions. Several IITs, including the one in Mumbai, were in favour of a subjective JEE.

The difficulty level of and the marks allotted to JEE-Advanced tests will be similar to that of previous JEEs.

"We have decided that the format of the test should remain the same as it is too late to introduce changes. However, the notification is just for 2013. The MHRD has also formed an apex board in order to have a smooth JEE-Main and JEE-Advanced this year and in future too," said a senior official from IIT-Bombay. Ashok Misra, the former director of the institute, is the honorary chairperson of the JAB.

The official, who attended the JAB meeting, added, "Machine-readable answersheets will also be retained. The rule allowing candidates to take home a copy of their answersheets will also be followed. While the format and everything else will remain the same in 2013, it can change in future."

According to the notification, top 1.5 lakh candidates, including all categories, from the JEE-Main exam will be eligible to appear for the JEE-Advanced. Students who qualify in the JEE-Advanced exam and fall in the top 20 percentile of the successful candidates in their respective board results will be eligible for admission to IITs.

If states want to admit any students on the basis of JEE scores, a separate state merit list will be given to them. Questions papers can be printed in regional language on demand.

IIT JEE: Marathon 2013 Begins!

The IIT JEE 2013, the popularly discussed engineering entrance examination, has been in news for its highly controversial pattern to be introduced in 2013. The contentious began when HRD minister Kapil Sibal announced a new pattern for engineering aspirants. The newly introduced model will have two papers - Main and Advance, which will eventually be taken into account for the final score. Additionally, the possibility of the emergence of an absolute online-based criterion creates an obligation to imbibe a futuristic studying strategy.
The new pattern facilitates a combination study which lay emphasis on school study as well as JEE preparation. Concerning this, each and every student must abide by a unique approach that establishes a balance between both. Including the traveling time, extra classes, assignments and revision, a coaching institute consumes much time from a student's life leaving very little for his/her school studies. Now is the need when a student discards all such time and travel-related hassles incorporating the best and the latest technology - Elearning.
The number of students relocating or traveling for coaching classes has shown an excessive downfall in this year. Students now prefer flexibility in their studies and notability in their results. Seeing the same, eminent companies like Educomp, Etoosindia, Pie have ventured into the online education sector. The companies have recently launched their newly developed e-learning modules to benefit students in their JEE preparation. Etoosindia had already pioneered the online coaching arena in South Korea for over ten years and is among the top elearning service provider in South Korea.
Rohit Sharma, etoosindia user says, "It's incredible!! It's been only a month I have started studying with etoosindia but the results are visible. I improved in my practice sessions and also started performing well in class. And what I pay now is half the amount I paid for my previous coaching." The e-learning program incorporates a methodology that delivers flexibility in a cost-effective way. A student enjoys complete freedom to choose his time, place, course and teacher discarding the need to relocate or travel to far-off places. A whooping amount stays safe in the pocket escaping the lodging and fee charges for a coaching class. Another noteworthy thing is the budgeted/reasonably priced courses, which are priced almost 50% less than the price paid at a coaching institute. So, enjoy the value of each penny. Study anytime anywhere, and learn at your own individual pace.

Pattern and Syllabus of JEE Advanced 2013 will be same as IIT JEE 2012

This is a positive update to all the students who are worried about the pattern of JEE Advanced to be held in the new two-tier examination for admission into IITs this year, while almost all the IIT’s voted for the subjective test for the JEE Advanced pattern, Joint Admission Board has decided to go with the old pattern for JEE Advanced, i.e., JEE Advanced syllabus and pattern will be exactly sames as that of IIT JEE 2012.

IIT Delhi had suggested that for 2013, both 60% and 20 percentile should be considered. IIT Delhi and Kanpur had proposed that for those who had cleared the boards in 2012, the eligibility criteria should be 60%, but JAB has decided against the same following top 20 percentile in 12th board and JEE Main as eligibility and decided on shortlisting 1.5 Lakh students.

JEE Advanced to be held on June 2 Next Year
Reportedly next year JEE-Adavnced would be held on June 2. The blueprint of the conduct of the exam has been prepared in IIT Delhi. The students appearing in this Advanced JEE would be getting a chance to take admission in IITs, IT-BHU and ISM-Dhanbad.The Joint Admission Board have agreed on percentile based formula to get admission to IITs for 2013. The IIT-JEE aspirants will be required to appear for JEE Main exam first. Those who will qualify will be given an opportunity to sit in the Advanced JEE. The students will be tested upon their knowledge in Physics, Chemistry and Maths. IIT Kanpur backtracks, to take part in JEE 2013

A meeting of IIT Kanpur’s senate decided on Saturday 28th July that it will not conduct its own entrance examination in 2013 and will take part in the Joint Entrance Examination (JEE).
It was decided that the joint admission board’s (JAB) recommendations arrived at and adopted by the IIT Council be accepted as an interim measure for JEE-2013, keeping in view the need to remove any uncertainty in the minds of students.
The controversy of whether to conduct its own entrance examination in 2013 instead of participating in the JEE, or accepting the recommendations arrived at in the JAB meeting held on June 23 and adopted by the IIT Council on June 27 has been settled. The undergraduate admission committee, which was formed to conduct the entrance exam, was dissolved, a release issued by the institute said.
It means that the IIT-K senate has accepted the compromise formula, which includes a proposal to take the top 20-30 students based on percentile ranking of respective boards for preparing the merit list.
This formula had been worked out when the directors of all the IITs had met during the JAB meeting in Delhi on June 23. The percentile formula, replacing the proposed format of giving weightage to board results, has also been accepted during the meeting.

Except IIT-B and IIT-D, other Institutes fared poorly in QS Asian university rankings 2012, no IIT in top10

Reportedly all the universities in the country have fared poorly in the QS Asian University rankings for 2012, except IIT Bombay and IIT Delhi whose rankings have improved compared to last year.

Reportedly while IIT Bombay is up from 38 in 2011 to 34 in 2012 and IIT Delhi is up from 37 to 36 this year and apparently there is no IIT in top 10 in Asian rankings this year. Except IIT-B and IIT-D all other IITs ranks have dropped this year, IIT Kanpur climbed down the most by 11 places from 36 to 47 and IIT Kharagpur from 48 to 56, IIT Madras dropped from 43 to 45 and IIT Guwahati from 82 to 89.

“It is not that Indian universities and IIT’s are not doing well that the rankings are poor, but the rankings take into consideration many other factors such as International faculty, International students and Medicine , in which our universities loose most marks” said a senior academician talking about the same.

Students scoring zero in entrance exam get admission in Engineering with reservation

Reportedly, in Andhra Pradesh students handed over blank papers in exam but they have still qualified for admission into professional degree courses. Twenty-two of 78 students who scored zero in the entrance test EAMCET this year, but they will get admission in engineering and agriculture courses as they belong to Scheduled Caste (SC) or Scheduled Tribe (ST) communities. Nine students will get admission into engineering colleges, 13 can pursue other courses except MBBS.

According to officials in the education department, despite scoring zero in EAMCET (Engineering, Agriculture and Medical Common Entrance Test), these students have qualified as they got the minimum 40 percent marks in the qualifying XII exam.

The SC/ST students who qualified despite scoring zero in the medical stream in EAMCET can get admissions into agriculture, veterinary and horticulture courses.
The Jawaharlal Nehru Technological University (JNTU), Hyderabad, conducts EAMCET every year for admission into engineering, medical, dental and agriculture courses both in government and private colleges in the state. The results of EAMCET 2012 were announced last week.

JEE Advanced Most Probably Going To Be A Subjective Exam, Final Decision On Format In August

On June 27, IIT Council meeting, IIT council agreed on a compromised formula for admission to IIT. As per this formula now there will be a two-tier process for admission ton IITs, JEE Main + JEE Advanced, with an eligibility criteria of top 20 percentile in XII board. In this meeting the format of JEE Main and JEE Advanced was not discussed.
Most probably JEE Main format will be same as AIEEE. IITs will decide the format of JEE Advanced, IITs want to go back to the subjective format of testing for JEE, instead of the current multiple-choice questions (MCQ) system.

A senior faculty member from IIT-Bombay told – “The senates of all the IITs were in favour of a subjective format test. Our initial demand was to have a rigorous test only for the top 50,000 students.” But now number of students has been increased to 1.5 lakh, a subjective test will need professors to evaluate the answers manually. Since 1.5 lakh is a huge number, we will have to discuss the matter in the senate, he added.

“All details of JEE-Advanced will be discussed in Joint Admission Board meeting in August,” IIT-B director Devang Khakhar said.

Another faculty member said a subjective test could ensure better quality of students to the premier engineering institutes. “It will answer the raging debate about the drop in the quality of IITians. Most of the times, in MCQ format, students get the right answer by smartly eliminating the wrong choices. Students should be able to solve the questions on a standalone basis. Only then they could be judged on their performances. But we will have to look at the logistics to conduct the subjective test for numbers as big as 1.5 lakh.”

With New JEE No. Of Girls In IIT Might Increase, Up To 25% Of Total Intake

The new JEE has made only top 20 percentile students in their school board examinations eligible for the JEE Advanced examinations, and since girls constitute a majority scoring high in school boards, IIT’s are expecting an increase in the number of girls making it to the premier colleges of engineering in the coming academic year, and they are also expecting a better mix of incoming students from outside of coaching centers.

“We see that a lot of the toppers in the board exams are girls. Right now the composition of girls on our campus is 14%. With this move, we expect the percentage to go up at least to 25%” Says R Nagarajan, professor of chemical engineering, IIT Madras.

Not only the increased percentage of girls in IIT’s , but IIT faculty are expecting a better quality and sincere students to join he IITs this year, ”This will ensure that the students are more sincere and that we will get students with better quality. We expect an attitudinal change among students, because they would have been going to school and taking the Class 12 exams seriously,” said professor Sarit Kumar Das of mechanical department, IIT Madras, talking about the same.

NITs decide to give 40% weightage to board exams

With the ‘one nation, one test’ proposal still a distant dream, the National Institutes of Technology (NITs) on Wednesday resolved to give 40% weightage to class XII board results for entrance to their undergraduate programme from the next academic session. Aspirants for the central engineering institutes will appear for one exam that will have 60% weightage.
Students seeking admission to these institutes would not have to appear for the advance test as had been proposed earlier.
“The formula worked out is very simple...40% weightage to board results and 60% to the mains,” R A Malshekar, chairman of the standing committee of NITs, said after a meeting chaired by HRD minister Kapil Sibal. He said the 40% weightage to the board results will be given after the process of normalization of marks of the state board. A committee, including NIT directors, CBSE chairman and other experts, will look into the issues relating to normalization of class XII Board marks on percentile basis.
Officials said the committee would look into validation of the formulae proposed for normalization of marks with the respective board results. The meeting was held just a week after the IITs decided that they will conduct their own test for admission to undergraduate programmes using the board exams only as a cut-off.

State board students with 70 per cent eligible for IIT-JEE’

Students of Rajasthan Board of Secondary Education (RBSE) scoring above 70 per cent in Class XII science stream will get into the top 20 percentile, making them eligible in the proposed common entrance test (CET) for IIT-JEE.
RBSE chairman Subhash Garg welcomed the proposed CET but said the final format and guidelines are still awaited. Experts are analysing the format and trying to examine its formula. The format has received a positive response, as most people think it will provide some relief to students trying to crack the IIT-JEE.
On Thursday, Garg attended a CBSE meet which addressed the issue of CET in New Delhi. Twenty-six state heads of education boards also took part in the meeting.
“I personally feel that this will help students achieve their goal of IIT, especially students of our state,” Garg said.
Mirju Ram Sharma, secretary of the board said, “We are waiting for the CET format to arrive, so that we could analyze its merits and demerits.”
“At present minimum marks for appearing in the IIT entrance exam is 60 per cent. The proposed CET format says that students within the 20 percentile from their respective boards can sit in the exam. This enables Rajasthan board science students scoring over 70 per cent to apply for the exam” Garg added.
As per the top 20 percentile formula under the proposed CET, science students of the state's board with 70 per cent and above will come in the top 20 percentile group.
“In other boards, especially in CBSE, there is cut-throat competition for 0.1 mark because of which the evaluation for top 20 percentile goes as high as 85 to 87 per cent. Students will be out of the selection process even after giving the JEE advance test if they get even one per cent less in their board exam. Altogether 1.5 lakh students will be selected in the JEE advance test,” an expert said.
In Rajasthan this year, the topper of Class XII science scored 96.80 per cent while the eight rank student got 94 per cent marks. A total of 3,500 students were able to get 90 per cent marks. While in CBSE Class XII science exam this year, 28,000 students scored 90 per cent.
“At present, students appearing in Class XII science are concerned about theIIT-JEE. They usually end up performing poorly in the board exams. The new format will change the students attitude and will encourage them to put more efforts to the board exam,” a professor from a science college added. “All students will get a chance to appear but only 1.5 lakh students will be selected for the advance test,” Triumph Academy director Ashish Chaturvedi said.

New format of IIT examination would go against the poor: Anand Kumar

Super 30 founder and mathematician Anand Kumar on Wednesday said that the decision of the IIT Council to give chance to students having top 20% from various boards in the class 12 examinations, was a decision in haste. "This is one decision that will go against the poor, who don't have the opportunity to study in elite schools," he added.

Under the new format, an advance test would be conducted and the elite educational institutions would admit students having top 20 percent from school boards.

Anand said that there was a huge gulf between the standard of top notch public schools and those run by the government. "Even the results of plus two are many a time mired in controversy due to rampant use of unfair means in examinations and manipulation by some colleges to ensure good results for their students. Under such a situation, could be killing for genuine students," he said soon after IIT council announcement to change the format of IIT from 2013..

Anand said that with July approaching, the decision would come as a dampener for many students, who were preparing for IIT-JEE. "They have already completed class 11 and are now in class 12. Suddenly they realize now that school results are also important. The IIT Council should have implemented it from 2014 at least to give students some time," he added.

Anand said that basing IIT-JEE format purely on intermediate syllabus would also not help, as the students from better schools would have the clear starting advantage. "It will also encourage rote learning and the coaching institutes would provide ready material. For the poor, who study in rural schools lacking even basic facilities and quality teachers, it will be a big deterrent. So far, they had a level playing field, where their hard work and performance mattered, not their past. Now, their past will hound them," he added.

"The results of state school boards, where bulk of the students comes from, are not always reflective of the students' talent," he added. "The factor could work if and only if there was a uniform schooling system, which unfortunately has not happened,".

IIT exam row resolved, new format from ’13

Ending a month-long row over introduction of a common entrance test (CET) for undergraduate engineering courses, the Indian Institutes of Technology (IITs) on Wednesday arrived at a compromise, whereby class XII scores are used to select candidates, while the tech schools continue to conduct their own admission tests.
The new format is expected to make entrance into the top tech schools tougher, but has emerged as a halfway house between the HRD ministry, which is keen on increasing the importance of board exams, and the IITs who don’t want to cede their autonomy.
According to the new formula, agreed to at a meeting of the IIT Council, all aspirants will give the JEE-Main exam. Of the approximately 12 lakh candidates, only the top 1.5 lakh will qualify to appear for the JEE-Advanced test. The two tests will be held on separate days within four-six weeks of each other.

COMPLEX FORMULA
All aspirants (approx 12 lakh) to sit for JEE-Main exam Top 1.5 lakh to appear for JEE-Advanced test.  All 1.5 lakh students will be given a score and All India Rank But selection for IITs will also depend on board marks Students will have to be in top 20 percentile of their state or central board to qualify for IITs

Sibal skips IIT council meet
All 1.5 lakh students will be given a score and an All India Rank. However, they will be selected for IITs not just on the basis of their rank in the advanced test but also their board marks. For this, students will have to figure in the top 20 percentile of their state or central board. So going by last year’s scores, the cutoff percentage for a student appearing in CBSE board will be 78%, while for one appearing in the Uttar Pradesh state board will be 65%- 66%. This is expected to standardize varying standards across central and state boards.
The compromise does seem laboured but this is what IITs will have to settle for. The original government proposal, backed by the IIT Council, drew flak for messing up the admission format without achieving the professed objective of reducing dependence on tuitions.
The ministry’s plan to introduce ‘one nation, one test’ has been only partially fulfilled although the new format means board scores will reflect in a candidate’s selection. On May 28, the IIT Council had announced that entrance for IIT will be based on a new format replacing the 60% cutoff for school marks with a 50:50 weightage on the class XII score and JEE Main. The merit list for IIT was to be based on the Advance test. The formula for centrally funded engineering institutions, including NITs and IIITs, was 40% weightage to class XII score and 30% weightage each for JEE Main and Advanced.
The Council’s decision and consequently its powers have been challenged by IIT-Kanpur and Delhi Senates in the last few weeks with the institutes declaring they will hold their own entrance tests. HRD minister Kapil Sibal did not attend Wednesday’s meeting though he is chairman of the Council. Sources said his absence was intended to send out a message that there was no political interference in IIT’s decision-making process.

Kapil Sibal skips IIT council meet

Human Resource Development Minister Kapil Sibal on Wednesday skipped the meeting of IIT Council convened by him to discuss the proposed common entrance test after opposition from some of the premier engineering institutions.

Sibal, who chairs the Indian Institutes of Technology (IIT) Council, did not turn up for the meeting on Wednesday afternoon, informed sources said.

Deemed universities may go with Engg CET

Heads Give ‘In Principle’ Approval to Sibal
Deemed universities are likely to adopt a single entrance test for undergraduate engineering programmes. Incidentally, the format of a common test had met with opposition from some sections in the Indian Institutes of Technology. In a meeting with HRD minister Kapil Sibal on Monday the university heads gave their “in-principle” approval to the new format. At present, several deemed universities conduct their own entrance tests, while some adopt AIEEE scores and the rest take state JEE results.
This step is aimed at reducing stress among students appearing for multiple exams for entrances. Sources said that the universities had agreed to give a minimum of 40% weightage to board marks. The ministry has, however, been cautious in its approach. It has asked universities to respond to the proposal formally, and also announced that any concerns would be dealt with in subsequent meetings. Sources said that varsities would have the freedom to choose appropriate weightage for performance in Class XII Boards and the main exam standardized on percentile basis. Universities willing to give 100% weightage to class XII board marks performance for admission were also welcome to do so, though 40% would be the minimum.
Sibal said the deemed universities were welcome to join the proposed test so that not only the system of exam is streamlined but also reduces the stress on the students appearing in multiple tests. The minister’s suggestion implies students aspiring to join engineering programmes under these universities would not have to appear for the advance test as has been proposed under the new system. “After detailed discussions, the universities welcomed the proposal of having a single exam in engineering giving weightage to school board marks. They assured Sibal that they would be intimating their decision on the weightage for the two Board marks and the main exam,” a ministry statement said.

Students in coveted IIT B departments unhappy lot

Happiness does not have anything to do with getting into the most-sought-after courses in IITs. Instead, it may have an inverse relationship.
A survey conducted at the Indian Institute of Technology Bombay (IIT B) on the happiness quotient of students reveals that the ones in the computer science engineering and electrical engineering departments are not as happy as their counterparts in other departments. Incidentally, these two courses are most preferred by students in the first year at IIT B, almost every year.
This year too, IIT B’s courses in these two branches were among the highest preferred choices.
The survey conducted in the institute also shows that the students on the campus, in general too, are not happy as compared to the average individual’s happiness score (4.3). While the average happiness on the campus is found to be 3.43, girls are slightly on the better side, with 3.44, but boys on the campus are lower than average, with a score of 3.34.
The survey was conducted using the Oxford Happiness Questionnaire developed by psychologists Michael Argyle and Peter Hills at Oxford University as it is considered as the accurate technique to measure psychological well-being.
In the department wise survey, aerospace (3.76), civil (3.67), energy (3.64) departments managed to get a better average than the chemistry (3.40), chemical (3.34), electrical (3.29) and computer science (3.27) departments in the happiness survey. Metallurgical (3.49) and mechanical (3.45) departments take the middle positions.
Students in the electrical and computer science departments are the least happy on the campus. The survey also shows that 80% students agree to ‘there is a gap between what I would like to do and what I have done’ question.
Statistics taken of students from each year, revealed that students are happiest in their third year (3.56), though not happier than the average score. The lowest score was achieved by students in the second year (3.21). A student on the campus claimed that ‘the pressure factor hits students only after clearing the first year, which could be one reason why they are not happy in their second year’.
The survey which was conducted by Akhil Srivatsan for the institute’s in-house students’ magazine had more than 200 respondents, with at least 10-15 on an average from each department.
“We wanted to conduct this survey at our institute to check the average lifestyle of an individual on the campus. On how the life is going on the campus. The Oxford questionnaire was already available to us, so we picked up specific questions which were also true for students on the campus and conducted the survey,” said chief editor of the magazine, Saideep Sudi.
Some of the questions included how optimistic students feel about their future and how happy they are based on the departments they belong to. “Though we don’t claim that the figures could be exact depiction of the reality, we tried to have quite a representation from each year and from each department.

Sibal pins hope on IIT Council meet

Says CET Will Help Put End to Capitation Fee
Despite IIT Delhi and Kanpur rejecting the proposed common entrance test and declaring their own exam for next year, HRD minister Kapil Sibal is hoping for a resolution in the IIT Council’s June 27 meeting. “Maharashtra, Gujarat and Haryana have agreed to bring all their state-run engineering colleges under the umbrella of CET. So, we hope the IIT Council would take into account the concern of the students,” Sibal told TOI. The main test and the advanced question papers would be framed by the IITs, so there was no question of compromising the identity of the institutes, he said.
The proposed CET for admissions to engineering courses to centrally funded institutions will give a minimum 40% weightage to performance of a Class XII student. For admissions to NITs and IIITs, h/his class XII marks and performance in the main test would be taken into account.
For admission to IITs, the performance in the advanced test would be taken into account in addition to the combined grade in academics and main test. Given the variation of marking system in different school examination boards, the Indian Statistical Institute (ISI) has devised an equalization formula that would deny advantage to students, who score heavily in Class XII examination under liberal boards.
The CET’s aim is to reduce the number of examinations a student has totake for fulfilling h/his dream to become an engineer, Sibal said. “The ultimate goal is to make the CET the only entrance examination for the engineering colleges in the entire country. This would help eliminate capitation fee as all colleges would draw students from a single merit list,” the HRD minister said.
“Maharashtra, Gujarat and Haryana have agreed to bring all their state-run engineering colleges under the umbrella of CET. So, we hope the IIT Council in its June 27 meeting would take into account the concern of the students and comes to an appropriate decision in the light of recent developments,” he told TOI.
The main test as well as the advanced test question papers would be framed by the IITs, so there was no question of compromising the unique identity of the premier engineering institutes, Sibal said.
The ultimate goal is to make the CET the only entrance exam for engineering colleges. Gujarat, Maharashtra and Haryana have agreed to bring all state-run engineering colleges under the umbrella of CET

Compromise likely to end IIT common entrance exam row

Percentile Norm May Be Middle Path
A middle ground that can end the standoff between the IITs and the government over changes in the entrance format to the top tech schools could be at hand with the clause of 50% weightage to class XII board exam scores being replaced by an eligibility cutoff at the top 20 or 30 percentile of board results.
The percentile criterion, which will decide whether a candidate can take a shot at the entrance test, along with one’s performance in the JEE-main will be used to select around 50,000 students. Thereafter, their scores in an advanced test will be taken into account to prepare a merit list for admission to IITs.
The proposal was discussed at a Joint Admission Board (JAB) meeting on Saturday. The board includes all the IIT directors and JEE chairmen, and is seen as a precursor to the IIT Council meeting on June 27. The much-criticized decision for a Common Entrance Test (CET) for all central engineering colleges had also been taken by the Council.
If accepted and endorsed by the IIT Council, the new plan will bring to an end the month-long row over the CET for central engineering institutions and ensure students need to sit for only one test. The IITs’ complaint that their autonomy was being eroded would also be addressed.
The specially convened Council meeting will take place after the senates of the Kanpur and Delhi IITs declared they would hold their own test, rejecting the CET decision as academically unsound. There are strong reasons to believe the senates of Bombay and Kharagpur could follow suit.
The new alternative, discussed by the IIT directors, met with near unanimity since it addresses the IIT Council and the HRD ministry’s concerns about giving primacy to the school system. Sources said the new formula has been informally discussed by various senates who appear to be on board.

JEE-main, advanced tests to be held on different days?
The HRD minister-led IIT Council had announced on May 28 that admission to IITs will be based on a new format replacing the 60% cutoff for school marks, with a 50:50 weightage for the class XII score and the JEEmain performance.
The merit list for the IITs was to be based on the test. The formula for centrally funded engineering institutions, including NITs and IIITs, was 40% weightage to Class XII score and 30% weightage each for JEE-main and the advanced test.
Significantly, the IITs’ Joint Admission Board deliberations on Saturday come on the back of HRD minister Kapil Sibal’s statement that he was willing to look at any solution that the IITs come up with. Sibal has, however, reiterated that the new test will be implemented from 2013.
Among the other changes that were discussed was holding the main and advanced tests on separate days to address the apprehension raised by some quarters that it would lead to undue pressure if held on the same day.
The IIT Council — the highest decision making body that includes the directors of all 16 IITs, heads of educational bodies like UGC and AICTE and board of governors — will have to approve the decision.
Sources said the IIT Council would also deliberate on whether it has the powers to take decisions regarding academic matters. The Council’s decision and consequently its powers have been challenged by the Kanpur and Delhi senates over the last few weeks.
The otherwise belligerent All India IIT Faculty Federation, too, appeared to have softened, expressing a desire to reach an amicable solution. In a statement, the Federation said, “We appreciate that the minister has called an IIT Council meeting on 27 June, 2012, to address the concerns of the IIT community. Through this process of discussion and engagement, we are confident that an amicable solution will emerge that would be acceptable to all, without compromising on the IITs autonomy.”

IIT, JEE brass meet on joint entrance test today - 23rd June

A series of meetings starting Saturday could break the impasse between the government and the IITs over the implementation of the common entrance test (CET) from the next academic session. IIT directors and JEE chairmen will meet on Saturday under the aegis of the Joint Admission Board (JAB), while a special meeting of the IIT Council has been convened by the HRD ministry for June 27.
The JAB will discuss the modalities of implementing the government’s May 28 decision that has caused resentment prompting Delhi and Kanpur to announce that they will be conducting their own tests. There are indications that IIT Bombay and IIT Kharagpur may follow their Delhi and Kanpur counterparts.
The IIT Council had announced that candidates for IITs and other central institutes like NITs and IIITs will have to take there-worked CET from 2013 which will also take class XII results into consideration.
The meeting assumes significance as it will precede the special meeting of IIT Council, the highest decision-making body headed by HRD Minister Kapil Sibal and including directors of all the 16 IITs, called on June 27. A statement by the ministry said the special meeting has been convened after the developments on Thursday in IIT Delhi, where the Senate adopted a resolution rejecting the proposed test and deciding to conduct its own entrance exam
